What the fund is
The SME Fleet Analysis Support fund sits inside Transport Scotland’s HGV Market Readiness Fund. It exists because most operators can’t justify paying a consultancy several thousand pounds to model a transition they haven’t committed to yet, which leaves the decision running on guesswork.
Applications are open until January 2027. The budget is finite and awarded first come, first served, so the practical deadline is whenever the pot runs dry rather than the date on the guidance.
What you get
A decarbonisation plan for your fleet, built on your routes and your operation rather than a generic model:
- Which vehicles and routes can go zero-emission, and when, across short, medium and long-term horizons
- Total cost of ownership against your current diesel baseline
- Charging infrastructure requirements and what your local grid can actually give you
- Financing routes, including truck-as-a-service and leasing
- Where shared infrastructure or working with neighbouring operators would cut the cost
A document you can put in front of your board, your bank, or a customer asking what your emissions plan is.

TwentyForty is the research and advisory arm behind Welch Group, a ninety-year-old family haulier running 42-tonne electric HGVs in daily commercial service across three depots. We’ve been through the grid connection process, the depot charging build, the route planning and the total cost of ownership maths on our own fleet, with our own money.

Who’s eligible?
Operators running HGVs in Scotland with 100 vehicles or fewer.
What does it cost me?
Nothing. The grant is paid to the appointed consultant, so you never handle the money or pay a fee.
Can I choose my own consultant?
Yes. There’s no approved supplier list. You name your data consultant on the application, which is where we come in.
Do I have to be a Scottish company?
The activity has to be in Scotland. That’s what matters, not where the registered office sits.
How much of my time does it take?
An initial conversation, then handing over fleet and route data. We handle the application, the analysis and the grant claim.
What happens to my data?
The report goes to you and Transport Scotland, and on to Heriot-Watt University and the Scottish Futures Trust for policy research in aggregated, non-identifiable form. Route detail and depot locations aren’t published. Nothing commercially sensitive reaches a competitor.
When does it close?
Applications run until January 2027, with delivery complete by March 2027. The budget is finite, so earlier is better.
